The History of the Lottery

A lottery is a game where people bet money for the chance to win a prize. Usually, the winner is selected by a random draw. However, in some cases, a group of winners may be chosen.

The history of the lottery dates back to antiquity and can be traced in various cultures. The earliest documented lotteries are the ones held in the Low Countries during the 15th century for the purposes of raising funds to repair town walls and to help the poor.

In the United States, state-sponsored lotteries have become a common feature of public life. Many states legislate the establishment of a lottery; establish a state agency or public corporation to run the lottery; and begin operations with a modest number of relatively simple games, gradually adding new ones as revenues increase.

Typically, lottery players and revenues are drawn from middle-income neighborhoods. Clotfelter and Cook cite one study that found that “‘the poor’ participate in the lottery at levels disproportionately less than their percentage of the population.”
